Pattern

〜とは限らない / 〜とは限りません (to wa kagiranai / to wa kagirimasen)

Structure

  • Verb (plain form) + とは限らない
  • I-adjective (plain form) + とは限らない
  • Na-adjective + だ/である + とは限らない
  • Noun + だ/である + とは限らない
  • Often preceded by 必ずしも (not necessarily) for emphasis

Formality Level

Neutral to formal — used in both spoken and written Japanese. Common in academic argumentation, editorial writing, logical reasoning.

Meaning

"Is not necessarily X," "is not always X," "it is not limited to the case that X." Challenges a general or universal assumption by stating that there are exceptions or that X is not invariably true.

The focus is on denying a general/universal rule — there exists at least one counterexample or the pattern is not absolute.

初期症状がないからといって、健康だとは限らない。 しょきしょうじょうがないからといって、けんこうだとはかぎらない。 shoki shōjō ga nai kara to itte, kenkō da to wa kagiranai. Just because there are no initial symptoms does not mean one is necessarily healthy.
経験豊富な人が常に良い判断をするとは限らない。 けいけんほうふなひとがつねによいはんだんをするとはかぎらない。 keiken hōfu na hito ga tsune ni yoi handan o suru to wa kagiranai. An experienced person does not necessarily always make good judgments.

Key Distinction from 〜わけではない

Pattern Scope of Denial Target
〜とは限らない Universal denial — "not always/necessarily" A general pattern or assumed rule
〜わけではない Partial denial — "it's not specifically that" A specific inference or assumption in context

Example pair:

  • 成功した人が幸せなわけではない → "It's not that successful people [specifically] are happy" (targeted correction)
  • 成功した人が必ずしも幸せとは限らない → "Successful people are not necessarily happy" (general universal challenge)

Common Mistakes

  • ❌ 彼が来るとは限らない → If this is about one specific situation with no general claim, 〜とは限らない sounds overly philosophical. For uncertainty about one event: 彼が来るかどうか分からない.
  • ✓ 有名人が優れているとは限らない → Appropriate universal challenge to a general assumption.
