构建 is a formal word used almost exclusively for abstract or large-scale constructions such as systems, theories, frameworks, institutions, and relationships. It is rarely used for physical construction, which is the domain of 建造 (jiànzào) or 修建 (xiūjiàn). The word implies deliberate, planned design and a process of assembling components into a coherent whole.
Compared with 建立 (jiànlì), which also means to establish, 构建 emphasizes the structural or architectural dimension of the building process. 构建体系 is a very common phrase in official language. At B2, learners should use 构建 for systematic, abstract building.
